60% Cut-Off Condition Rankles Himachal Pradesh Universities

The condition of a minimum requirement of 60% imposed by the state government has left private universities in the hill state worried as they have only filled 10% to 15% seats. They are reluctant to leave the remaining seats vacant as students with low percentage are opting for Punjab, where no such condition exists.Even as private universities are lamenting the huge losses the condition entails, the state government, in a cabinet meeting held on Monday, made it clear that the criteria would not be lowered. The cabinet meeting, chaired by chief minister Virbhadra Singh on Tuesday, approved the proposal of not allowing any technical and vocational educational institutions to make admissions in any course in violation of the prescribed norms of Central and state regulating bodies from the 2014-15 session. With this the regulating body seeks to ensure maintenance of academic standards needed for proper placement of students.But the government decision has not gone down well with private universities. "When UGC and AITCE allow admission of students with 50% marks in engineering courses (45% in case of SC and ST students), how can Himachal Pradesh government impose the condition of 60% marks?" questioned Dr RS Grewal, adviser, Management Association of Private Universities in Himachal Pradesh.He expressed concern over students scoring less than 60% marks going to private universities in Punjab and getting admissions there. "With this condition, the Himachal government is helping private universities in Punjab while those located in Himachal Pradesh are finding no takers," he said.There are 15 private universities in Himachal Pradesh with 5,500 engineering seats and 11,000 seats in other professional courses. Sources said most universities bear a deserted look with the condition imposed by the government.The previous BJP government allowed establishment of private universities in Himachal Pradesh to stem the outflow of students looking for higher education. But the initiative of then chief minister Prem Kumar Dhumal turned into a major political issue with the Congress, then in opposition, alleging that the universities being opened in the state were little more than shops.
